  2. For each feature in ## Features with a non-idle phase, read its plan:

    • Read spec/feature/[name]/PLAN.md (if it exists)
    • Count completed tasks (- [x]) vs total tasks (- [ ] and - [x])
  3. Scan spec/feature/

    • List all feature directories
    • For each, check if spec.md exists
    • Note features that exist on disk but are not tracked in STATE.md
  4. Output status report
