A project setup command that creates a minimal `cairnkit.yaml` file, which tells cairnkit how the project and its repositories are organised.

Use it when introducing cairnkit to a single-repository project or preparing a project for later cairnkit workflows.

It gives cairnkit a starting configuration without overwriting an existing one. The project does not need to be a Git repository for the basic setup.

Set up cairnkit for the current project.

Steps

Check for an existing cairnkit.yaml. If present, do not overwrite — report the current config and stop (re-init is an explicit, separate action).
Gather minimal config:
- project: default to the directory name; confirm with the user.
- domain: optional; when set, it scopes business-knowledge queries. Default null.
Write cairnkit.yaml at the project root (single-repo default):

This is the smallest valid configuration. Add multiple repos entries, a normalized project-local knowledge_root, an independent knowledge_repo.local checkout, or optional notification settings only when the project needs them.
Git degradation: the host project need not be a Git repo; cairnkit runs in project-local mode. System Git is required only when an independent shared knowledge_repo.local checkout is configured. Do not error merely because the host project itself has no .git directory.
Verify: run cairn --root . config show. Exit 0 with has_run: false is the expected, healthy result (config valid; no run started yet). Tell the user the flow-run entrypoint is ready.
