Specrew lifecycle placement (Feature 054)

Specrew surfaces /speckit.analyze at the before-implement boundary, only after /speckit.tasks has produced a complete tasks.md. It requires the complete artifact set — spec.md, plan.md, and tasks.md — and provides an additive cross-artifact consistency and quality review that complements Specrew governance and does not replace it. If reached before a complete tasks.md exists, return at the before-implement boundary after /speckit.tasks completes.
