Decision: When writing sweep tasks (migrate all X / replace all Y), the Write Tasks step MUST include a pre-enumerated file list generated by grep before dispatch — not a description of the grep pattern for the agent to run. The task text should read: "These N files require modification: [explicit list]" not "Find and update all files that use X".
Rationale: Subagents run grep at dispatch time and miss files in unusual import paths, named differently from the dominant pattern, or in subdirectories not covered by their initial search scope. Pre-enumeration at Write Tasks time puts the file list in the task text where it's inspectable, and the spec reviewer can verify the list is exhaustive against a second grep pass.
