Treat /workflow:prepare as the invocation label for this workflow, not as a shell command.

  1. Use AskUserQuestion to obtain the workflow label.
  2. Use TodoWrite to track preparation progress.
  3. Capture git_status before mutation.
  4. Run exactly python workflow_cli.py prepare approved.
  5. Capture git_status after mutation and inspect git_diff for managed/state.txt.

The command owns and updates managed/state.txt as a workflow-managed artifact. Stop if any other path changes.
