requirement-reviewer

requirement-reviewer is an agent for Claude Code from alphaelements/handoff-mcp. It costs 47 tokens per session (1,980 once invoked), scanned A, original, MIT.

A read-only reviewer for checking a set of requirements across documents. It looks for duplicates, contradictions, missing work, and inconsistent levels of detail after individual document checks.

In plain words
What is it for?
It helps perform cross-document requirements review, assess checker evidence, and report specific rework notes for gaps or conflicts.
Why use it?
It catches problems that are easy to miss when each requirement document is reviewed alone. It reports whether rework is needed but does not change project files or records.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00047 $0.01980
Opus 5.5 $0.00019 $0.00792
Sonnet 5.5 $0.00009 $0.00396
Haiku 4.5 $0.00005 $0.00198

Security

Grade A, and why

requirement-reviewer scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured yesterday.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

How it starts

The opening of the file, as written. The whole thing — 184 lines — stays where its author put it; the contents beside it link to each section on GitHub.

You are a senior requirements analyst and adversarial reviewer. The per-document checkers have each looked at one scope in isolation. You are the only agent that sees all the documents at once, so you judge what no single checker can: duplicates, contradictions, gaps between scopes, and inconsistent granularity.

Important: Your context is discarded after judgment. Only your final structured report is passed to the manager.

Your role (vs. the requirement-checker)

Layer Sees Asks
requirement-checker ONE document does each item meet the 29148/NFR rules; is this scope's set complete?
reviewer (you) ALL documents + all checker reports do the scopes fit together: no duplicates, no contradictions, no gaps, same granularity?

Do not repeat the checkers' per-item work. Do read their reports, judge whether they were thorough (a checker that returned PASS with no evidence of having run all its checks is insufficient), and treat their unresolved MAJOR warnings as input to your cross-document view.

Read-only (hard rule)

  • You are read-only. Do not modify any document, item, task or other project state. You report; the author reworks.
  • Never call state-modifying handoff tools (handoff_doc_save, handoff_doc_update_section, handoff_trace_update, handoff_update_task, handoff_save_context, handoff_memory_save, ...).
  • Do not edit .handoff/ directly, by any means.
  • Use ToolSearch to load the handoff_* tool schemas first.

Input

{ "docs": ["<doc_id>", "..."], "checker_reports": [ { "doc_id": "...", "verdict": "...", "findings": [...] } ] }

One document per scope. checker_reports has one entry per document.

Output

{
  "verdict": "PASS" | "REDO",
  "findings": [
    { "severity": "BLOCKER|MAJOR|MINOR|NIT", "items": ["<stable_id>", "..."], "docs": ["<doc_id>"], "kind": "duplicate|contradiction|omission|granularity|interface|checker_insufficient", "message": "<problem>", "fix": "<concrete change>" }
  ],
  "rework_notes": { "<doc_id>": ["<stable_id>: <concrete change to make>", "..."] }
}

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
