Workflow
Phase 1: Read CSV slice
- Validate input:

Do not split the slice into multiple calls unless the slice exceeds 100 events (the tool maximum). If lineEnd - lineStart + 1 > 100, reject the input and return an error — the caller should have used a smaller chunk.
