A project-governance tool for reviewing or changing a written constitution: the document that defines a project's principles and decision rules.

Review current principles, check proposals against them, or amend the constitution with the required version change and amendment record.

Read AGENTS.md. It is the highest authority; there is no separate constitution file.
For review, show the current rules.
For compliance, check the proposal against each rule.
For amendments, propose the edit to AGENTS.md itself, with its justification. CLAUDE.md and .github/copilot-instructions.md point there rather than repeating it.
