4. Generate PR Content
Use the pr-composer agent to create the full PR description:

- commits from step 2
- changed_files from step 2
- gate results from pipeline state
- mermaid diagram from step 3
The pr-composer will generate:
- PR title (conventional commit format)
- Summary from commits
- Mermaid diagram section
- Preflight Results table
- Test Plan checklist
