A pull-request helper that rebases one open pull request onto its target branch. Rebasing updates the branch with newer changes and may require resolving conflicts.

It is for resolving branch conflicts, rerunning validators for changed paths, and force-pushing the updated branch safely. It does not post messages to GitHub.

It helps bring an out-of-date pull request up to date while preserving the intent of both sets of changes and checking affected code afterward.
