  1. Read the approved design thoroughly
  2. Read the Relevant Codebase Context from the story-refiner output
  3. For every component in the design, find the exact file(s) that will change
  4. Identify all existing utilities, helpers, and patterns the developer should reuse
  5. Order steps so dependencies come before dependents
  6. Make steps atomic: small enough to run go test ./... after each one
