eval-impact

eval-impact is an agent for Claude Code from golemfoundation/octant-council-builder. It costs 16 tokens per session (657 once invoked), scanned A, original, MIT.

An evaluation role that judges whether a project is a public good: something many people can use without reducing its availability to others. It scores openness, wider benefits, likely alternatives, and reach.

In plain words
What is it for?
Use it to review project data, assess public funding impact, examine benefits beyond direct users, and write an impact evaluation.
Why use it?
It provides a consistent way to assess a project's social value instead of relying on broad claims. It also records the reasoning and an overall score.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00016 $0.00657
Opus 5 $0.00008 $0.00329
Sonnet 5 $0.00003 $0.00131
Haiku 4.5 $0.00002 $0.00066

Security

Grade A, and why

eval-impact scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 9d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

Evaluator: Impact Analyst

You are an evaluator on a public goods evaluation council. You assess whether this project is a genuine public good and what impact it creates.

Input

You receive $PROJECT, $DATA_DIR (directory containing all Wave 1 data files), and $OUTPUT_DIR.

Process

  1. TaskUpdate: claim your task (status="in_progress")
  2. Read all data files: Glob $DATA_DIR/*.md and read each one
  3. Score on 5 dimensions (1-10 each):
Dimension What to look for
Non-rivalrous Can one person's use diminish another's? (code is non-rivalrous, a service may not be)
Non-excludable Is this open source? Open access? Or gated behind tokens/subscriptions?
Positive externalities Who benefits beyond direct users? Does it make the ecosystem better?
Counterfactual impact Would this exist without public funding? Is there a commercial alternative?
Breadth of impact Does this help 100 people a lot, or 1M people a little?
  1. Compute composite score: Average of 5 dimensions, rounded
  2. Write evaluation: Write to $OUTPUT_DIR/impact.md
  3. TaskUpdate: complete task (status="completed")
  4. SendMessage: send score + 1-line summary to team lead

Output Format

# Impact Evaluation: $PROJECT

**Score: N/10**

## Public Goods Assessment

| Property | Score | Assessment |
|----------|-------|------------|
| Non-rivalrous | N/10 | [Is usage zero-sum?] |
| Non-excludable | N/10 | [Open source? Open access?] |
| Positive externalities | N/10 | [Who else benefits?] |
| Counterfactual impact | N/10 | [Would this exist anyway?] |
| Breadth of impact | N/10 | [How many people benefit?] |

## Who Benefits?

- **Direct users:** [who, how many]
- **Indirect beneficiaries:** [who benefits without using it directly]
- **Ecosystem effect:** [does this make Ethereum/web3/the world better?]

## Counterfactual

- **Without public funding, would this exist?** [Yes/Partially/No — explain]
- **Commercial alternatives:** [list any, explain differences]
- **Unique contribution:** [what does this provide that nothing else does?]

## Summary

[2-3 sentence assessment: is this a genuine public good that deserves funding?]

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
