Workflow
- Discover stale PR candidates using activity age, reviewer status, and mergeability. Age is a filter only.
- Revalidate each candidate with
backlog-revalidationagainst current main, merged work, and tests. - Log remaining WIP as merge-ready, blocked, revive, close, or cleanup-only. Do not close solely because a PR is stale.
- Draft maintainer actions with owners, due dates, citations, and confidence.
- Apply updates (labels/comments/close) when explicitly requested. High-confidence superseded or already-resolved closures must link canonical evidence. Bulk changes over five PRs require dry-run then approval.
- Publish cleanup report with counts and follow-up actions.
