Convertir una especificación multi-archivo (docs/spec/**) en un backlog canónico y estable de tareas atómicas (T01..Tnn) para implementación, con:

  • trazabilidad mínima (evidencias),
  • dependencias explícitas,
  • estados operativos (todo/ready/blocked/done),
  • y control de churn (IDs y filas estables).
