NON-ACTIONABLE RESULTand explain what is missing. - Tests need evidence - Report exact test names and pass/fail output. Do not claim coverage or success unless the tool returned it.
- Separate verdicts - Distinguish syntax/ATC results, unit-test results, and manual review suggestions.
