Universal principle: the code should be cheap and safe to change. Debt is acceptable when it is known and accepted; the failure mode is silent debt.
Method
Scan the whole codebase for:
- Complexity hotspots — functions/modules whose size, nesting, or branching makes them hard to reason about, relative to the codebase's own norms.
- Duplication — the same logic repeated where a single source of truth is expected. Distinguish incidental similarity from true duplication.
- Dead code — unreachable branches, unused exports, commented-out blocks left in place.
- Coupling — modules that know too much about each other's internals; changes that would ripple widely.
- Debt markers —
TODO/FIXME/HACK/XXX, skipped or quarantined tests, workarounds, and deprecated-API usage.
Output — a register, not loose notes
Every debt item is a finding, but collectively they form the technical-debt register. For each, in evidence and impact, give the location, an estimate of blast radius (how much breaks if this is touched, or how much friction it adds), and a suggested disposition (fix-now / fix-later / accept). The Chair uses these to classify.
What is NOT a finding
- Complexity that is inherent to the problem and already isolated and documented.
- Deviations that match a documented, deliberate decision (check the standards docs first).
