- Extract signals: labels, files, keywords, domain
- Pick Primary + Secondary roles per pipeline step (not once for the whole task)
- Decide execution: sequential (A → B), parallel (A + B), or composite
- If no good match → use the engineering-agent-prompt-engineer role to create one
VERIFY minimum: testing-reality-checker + engineering-code-reviewer — both always run, no exceptions.

Step 4: Execute with Gates
