Validation Checks
1. Headcount Consistency
- Enrollment Summary total per grade must match Student List count per grade
- Flag any discrepancies with specific grade levels
2. FTE Calculation Verification
- For each student with adjusted FTE, verify the calculation:
- Elementary: weekly minutes ÷ 1,665
- MS: flex time + (periods × FTE per period for that school)
- HS: (periods × 0.17) + homeroom (0.02)
- HBHS: advisory (0.14) + (periods × 0.21)
- Flag any FTE override that doesn't match calculated value
3. Consecutive Absence Exclusion
- Students with 20+ consecutive absences must be excluded from P223
- Cross-check Consecutive Absence Report against P223 exclusion flags
- Flag students who should be excluded but aren't
4. Entry/Exit Balancing
- Previous month HC + entries - exits = current month HC (per grade, per school)
- Flag imbalances with specific details
5. Month-over-Month Comparison
- Compare enrollment summaries across months
- Detect backdated exits crossing count days (requires revision)
- Detect grade level changes affecting previous counts
6. Running Start Combined FTE
- District FTE + RS FTE must be ≤ 1.20 per student
- Flag any student over threshold
- Note: state allows 1.40 for 25-26, but PS caps at 1.20
7. Program Compliance
- RS students must be marked Program 1 or 2
- Fresh Start students must be Track=C with Program 40
- TBIP: verify ELL dates vs P223 columns P-T
8. Non-FTE Course Check
- Placeholder courses (HomeSchool, PrivateSchool, Late Arrival, Early Dismissal, See Counselor, WST, Running Start) must be marked as Non-FTE
- Flag any counted toward FTE incorrectly
