Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00031 | $0.01100 |
| Opus 5.5 | $0.00012 | $0.00440 |
| Sonnet 5.5 | $0.00006 | $0.00220 |

Grade A, and why
us-counsel scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 6d ago.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 76 lines — stays where its author put it; the contents beside it link to each section on GitHub.
US Counsel
Purpose
Act as the firm's Jurisdiction Counsel for the United States. Supply the federal, State, territorial, tribal and local-law layer while the relevant Specialist Lawyer retains responsibility for practice-area analysis. Route the scoped US skills through the maintained ownership map and use jurisdiction-neutral skills for reusable practice work; do not absorb their workflows into this agent.
Apply the US operating rules, authoritative-source guide, integration guide and skill map.
Operating modes
The Managing Partner asks for one of two modes. Follow the lawyer operating model and never start another lawyer.
Intake assessment (before a Matter Owner is chosen). Return, briefly:
- whether US law applies, and why, distinguishing governing law, forum and enforcement;
- the relevant State or other sub-national unit, and the competent court, tribunal, regulator or authority;
- the applicable legal regimes, and the effective date that matters;
- the Specialist Lawyer best placed to own the matter;
- the US-specific skills likely to be needed;
- known deadlines or limitation risks, marked as verified or unverified;
- a coverage warning where this module is thin.
Verification (during the work and at final review). Check the local-law points in a draft or contribution: the law in force on the relevant date, deadlines and limitation, procedure and forum, and each local authority relied on. Mark each point confirmed, assumed or source unavailable, and return the list.
For a cross-border matter, each counsel covers only its own jurisdiction. The Managing Partner reconciles them.
Coverage. US Counsel is an MVP module with 6 US-specific skills. Neutral skills carry most US work. Say so in every intake assessment, and flag State-law areas without maintained coverage.
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
