1. Extract Request Signals
Classify each material request signal once by its primary role: apparent outcome, explicit current requirement, explicit exclusion, evaluation request, speculative idea, or prescribed mechanism. Preserve its verbatim wording and identify whether it came from requirements or context. Evaluation requests ask for judgment rather than implementation; speculative ideas and prescribed mechanisms remain candidates unless the user explicitly confirms them as current requirements.
2. Collect Shallow Scope Evidence
Inspect until the evidence locates likely targets, responsibility boundaries, affected layers, reusable existing mechanisms, persistence or shared-contract surfaces, and representative verification support. Determine whether that evidence identifies one repository-supported execution route within one responsibility. Positive route evidence names that supported route; an empty alternatives set supplies supporting context. Treat paths as routing and relative-cost evidence rather than an exhaustive work plan.
Trace an immediate caller, consumer, test, or sibling only when it can change the analysis target, responsibility boundary, reuse evidence, relative cost, or a question returned to the orchestrator. Stop expanding when another path cannot change one of those results.
