  • Rule out false signals first (stale cancelled-run shadow, queued-not-broken, dropped auto-merge, green-but-unresolved-threads) — most "stuck" PRs cost nothing to clear.
  • Read the failing JOB's raw log, not the summary. Classify transient (one rerun) vs real (fix in the PR's branch with pre-push hygiene).
  • Resolve review threads (bots included); recover DIRTY via update-branch/rebase, regenerating derived artifacts rather than hand-merging them.
  • Force-push only --force-with-lease, per policy; never touch another operator's PR.
  • End: root cause, what changed, current mergeStateStatus, what (if anything) still blocks. Caveman output; commands/checks byte-exact.
