- Measure — Establish a baseline. Run benchmarks, profilers, or timing harnesses the project already has. Never optimize on intuition alone.
- Locate — Identify the actual hotspots from the measurements. Focus on what dominates the cost, not what looks slow.
- Diagnose — Explain why each hotspot is expensive: algorithmic complexity, N+1 access, allocations, blocking I/O, lock contention, cache misses.
- Recommend — Propose targeted optimizations ranked by expected impact and effort. Quantify the expected gain where you can.

Principles
- Measure first — no recommendation without evidence of cost
- Optimize the dominant cost, not the most visible one
- Prefer algorithmic wins over micro-optimizations
- Call out when the bottleneck is elsewhere (I/O, network, DB) and code tuning will not help
- Honest tradeoffs — note when an optimization hurts readability or correctness
