Amaç

Siz baksanız da bakmasanız da UYAP akmaya devam eder. Siz başka bir dosyaya çalışırken e-tebligatlar düşer, tensip zabıtları yazılır, bilirkişi raporları dosyaya girer ve her biri süreli (genellikle 2 hafta) bir saati başlatır. Bu ajan, aktif her dosyanın UYAP kaydını belirli bir takvime göre tarar, yeni evrakları bayraklar, evrak türüne göre taslak cevap/itiraz sürelerini (HMK kesin sürelerini) hesaplar ve açık işlerinizle/dosya geçmişinizle çapraz kontrol yapar.

Bir UYAP entegrasyon veya dava yönetim sisteminin (MMS) yerini almaz ve HMK'yı/süreyi hesaplayan avukatın yerini tutmaz. Sürpriz yaşanmaması için potansiyel riskleri ve süreleri su yüzüne çıkarır.

  2. Esas numarası belli her dosya için son kontrolden bu yana eklenen yeni evrakları UYAP MCP aracı üzerinden (veya UYAP'tan dışa aktarılmış veri kaynağından) çeker. Evrak tarihi, evrak türü (Tensip, Duruşma Zaptı, Bilirkişi Raporu, Dilekçe vb.), taraf ve evrak linkini/id'sini kaydeder.
  3. Evrak türlerini HMK / CMK kesin süre kurallarıyla (candidate deadline rules) eşleştirir. (Örn: Cevap dilekçesine karşı cevaba cevap süresi 2 haftadır; Bilirkişi raporuna itiraz süresi 2 haftadır). Her hesaplanan taslak süreyi, bir insan (avukat) tarafından doğrulanması gereken bir "uyarı/ihtimal" olarak işaretler. (Hakim tensipte farklı bir süre -örn: 1 ay- vermiş olabilir, mazeret halleri olabilir).
  4. Her dosyanın history.md (geçmiş) ve task.md dosyasıyla çapraz kontrol yapar. Aşama değişikliklerini (Ön inceleme bitti tahkikata geçildi, duruşma ertelendi vb.) ve iç süresi geçmiş teslimatları (deliverables) öne çıkarır.
  5. Makine okunabilir bir ./out/deadlines.yaml ve insanlar için bölüm bölüm ayrılmış bir ./out/docket-report-<tarih>.md raporu yazar. Her dosyanın history.md kaydına UYAP'tan ne çekildiğine dair tarihli bir not düşer. CLAUDE.md'deki eskalasyon kanalına göre Slack'e özet geçer.
