Use it when your branch is ready for review. It can identify the target branch, summarize commits and changes, push the branch, and create the pull request with the GitHub CLI.

It gathers the branch history and changed files so the pull request can describe the work and its tests. It also handles choosing a base branch and checking for uncommitted changes.
