When editing memory-backup.sh, hooks/*.js, or CLAUDE.md, the SessionEnd hook
might auto-commit half-finished work before you've verified it. This lock prevents that.

Why this exists
memory-backup.sh runs on SessionEnd to auto-commit your work. This is usually
helpful, but it's dangerous when you're mid-refactor on the engine itself -- the
hook might commit a broken half-version. The .bb-pause file makes the script
exit early, so you can work safely.
Execution
- Parse args (on/off/status, default: on)
