Review the OpenSpec change $ARGUMENTS under openspec/changes/. Apply the full checklist (proposal traceability, requirement quality, delta correctness, plan coherence, scope) and run openspec validate $ARGUMENTS --strict. Give a verdict: APPROVE or REVISE.
