Plan and implement: $ARGUMENTS

  1. Call vibe_context with this topic and read the brief. Respect LOCKED decisions and machine-checked constraints — they are requirements, not suggestions.
  2. vibe_task action=start with a clear title and the refs involved.
  3. Declare the intent BEFORE writing code: vibe_declare the capability/workflow with 5–15 concrete steps (each assigned to a component; add components and their dependsOn allowances as needed), and vibe_decide anything a future reader will ask "why" about.
  4. Implement the steps.
  5. Bind each implemented step with vibe_link (prefer path#Symbol monikers).
  6. vibe_validate — resolve every error finding: fix the code, or update the model when reality should win.
  7. vibe_task action=finish and handle anything it reports (reconcile queue, open findings).
