Design tests before implementation planning.

Cover happy paths, edge cases, negative cases, permission/role cases, regression checks, automation targets, fixture/data needs, and manual checks. Preserve TDD order: 03-test-case.md must exist before 04-implementation-plan.md for production work.

Artifact contract: write or update the canonical 03-test-case.md. Do not create 06-qa-analysis.md or any other numbered QA artifact. If an older feature folder already has QA content under a non-canonical name, migrate the content into 03-test-case.md and record that normalization in state.json.decisions[].
