Mark intentional simplifications with:

Markers without "upgrade when:" are flagged as rot risks.
Purpose
Answers: "Where did we choose simple intentionally, and when should we reconsider?" Prevents future agents from over-abstracting code that was deliberately kept lean.
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
