Using the Agile-Ledger Workspace skill, discover repositories. (1) Scan locally for .git directories under the workspace root. (2) Scan the org via the user's existing gh auth (gh repo list <org> — read-only; never handle tokens). (3) Diff against Agile-Ledger-Workspace/Registry.md and classify each repo as new / known / local-only, applying the exclude filters (still list excluded ones, marked). (4) Report the groups. For new repos, propose git clone into clone_target then /bootstrap-repo, and wait for explicit confirmation before cloning anything. After confirmed clones, add rows to the Registry (never overwrite existing rows).
