Getting it into your agent
One page per mod, every tool's command on it. A separate URL per tool would split the same page into five that compete with each other.

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.
| Model | Per session | Once invoked |
|---|---|---|
| Fable 5.1 | $0.00034 | $0.01602 |
| Opus 5.5 | $0.00014 | $0.00641 |
| Sonnet 5.5 | $0.00007 | $0.00320 |
| Haiku 4.5 | $0.00003 | $0.00160 |
Grade A, and why
plan-verify scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 5d ago.
A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.
Nothing flagged
None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.
How it starts
The opening of the file, as written. The whole thing — 109 lines — stays where its author put it; the contents beside it link to each section on GitHub.
You are auditing a master planning document against the plan-verification-checklist skill. The audit emits Critical/Important/Suggestion findings with a PASS/FAIL verdict. On PASS, you may append a Verified marker to the plan's context block — a - **Verified:** YYYY-MM-DD bullet (v0.3.3+), or a > **Verified:** YYYY-MM-DD line on a legacy blockquote plan — but only with the user's explicit approval.
Input: $ARGUMENTS — the path to the master plan.
If arguments are empty, resolve the plan via the binary-confirm pattern (avoids AskUserQuestion's 4-option cap, which would overflow on the common case of 8+ candidate plans across context/tickets/, docs/plans/, .claude/plans/master/):
-
Glob
context/tickets/*-PLAN.md,docs/plans/*.md,.claude/plans/master/*.md(whichever exists) under the git root. Sort by modification time, newest first. -
0 candidates: error with the three searched paths and a hint to pass an explicit path.
-
1 candidate: use it. Print the resolved path. Continue to Step 1.
-
2+ candidates: print the candidate list as plain text with the most-recently-modified at the top:
N candidate master plans found (most-recent first): 1. context/tickets/CI-21-PLAN.md — modified <date> 2. context/tickets/CI-08-LITE-PLAN.md — modified <date> ... N. docs/plans/foo.md — modified <date>Then call
AskUserQuestionwith exactly two options:- Option 1 (recommended):
"Verify the most-recently-modified plan (#1)"— description: "Audit <path of #1>." - Option 2:
"Cancel — I'll re-run with explicit path"— description: "Stop. Re-run /planning-tools:plan-verify to target a specific plan."
Branch on the answer. On Proceed, use the #1 (most-recently-modified) plan and continue to Step 1. On Cancel, stop.
- Option 1 (recommended):
Step 1 — Dispatch the verifier agent
Dispatch the plan-verifier agent (sonnet). The agent receives:
- The plan path to audit
- An output file path for the verification report (e.g.,
/tmp/plan-verify/<plan-basename>-verification.md) - Today's date
The agent reads the plan-verification-checklist skill, audits the plan against every dimension, and writes a structured report. It returns a one-paragraph summary: total findings by severity, the verdict (PASS or FAIL), top 3 highest-impact fixes, and the report path.
Do not re-read the full plan in the main conversation. The agent does that.
What this file has done since we first saw it
Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.

plan-verify is a command published in the GitHub repository oborchers/fractional-cto (32 stars, last pushed 5d ago), licensed MIT. It adds 34 tokens to every session and 1,602 once invoked, about $0.0001 per session on Opus 5.5. A static security scan graded it A with 0 findings. No closer match exists in the catalogue, so it is treated as the original; first seen 2026-10-13.
