Usage: /maintainer
Run this once at the start of a maintainer session. It loads every
doc in docs/maintainers/ plus the top-level governance files
(CONTRIBUTING.md, CODE_OF_CONDUCT.md, SECURITY.md) as context,
so every subsequent action in the session has the full bar in mind.
