A command that opens or updates a GitHub pull request, which is a request to review and merge code changes. It fills in the request’s title and description from the current branch’s commits and changes.

Use it to create a pull request against a chosen base branch or refresh an existing one, with a structured title and summary, then receive its GitHub link.

It removes the need to manually summarize a branch before asking for review. It can also fill an existing pull request that still has an empty template body.
