/cross-repo-authorize — User-Authorized Cross-Repo Ceremony
The agent never self-authorizes a cross-repo action (repo-scope-discipline.md § User-Authorized Exception). This command is the affordance that runs the ceremony correctly so no condition is dropped and the receipt marker is un-typo-able. It encodes the five conditions, restates the action for the user's explicit yes/no, and writes the durable receipt the hook (violation-patterns.js::hasCrossRepoAuthorizationReceipt) greps.
It exists because the early artifacts conveyed a PROHIBITION to remember, not a PROCEDURE to run — and the receipt was structurally un-producible in a normal (non-codify) session (journal/0488 RC2/RC4/RC6). This command closes that gap: it writes to .claude/cross-repo-authz/, a location any session can write, NOT /codify-gated journal/.
Usage

The agent infers the mode (read vs write) from the action, or you may state it. Examples:

When it fires on its own
When you run a cross-repo gh --repo <other-repo> command with no receipt, the PreToolUse guide-first hook (detect-violations.js) halts and points you here. Run this command, then re-run the original — the receipt clears the gate.
Ceremony (the agent MUST follow every step, in order)
