What it actually says

Run the plugin doctor against the current project:

python3 "${CLAUDE_PLUGIN_ROOT}/scripts/cm_ops.py" doctor .

Unenrolled projects are local-only until cm project enroll --domain NAME. Registry failures fail closed for mutations; this command still prints registry_state.

The doctor also embeds the PRE-FLIGHT environment table (v0.4.16) — exit 2 means an environment check FAILed; fix the named check before dreaming. (The first run writes the pre-flight verdict cache into the store's state file — a deliberate, small write.)
