Mark in-flight runs as killed via

Call
mcp__projtool__instance_downwithexperiment_idand the user's choice of:power_off(default) — keeps the instance, just stops billing the GPU. Disk persists; nextinstance_upis fast.release— fully releases the instance. Disk is gone. Use only when the experiment is conclusively done.

Report what was done. Do not pause the mutagen session — projtool keeps it around so resumed instances pick up where they left off. If the user wants to fully terminate the sync, say so explicitly.
