State Management — CRITICAL

Phase Rules — NON-NEGOTIABLE
- Phase 1 (Evaluation) must complete before Phase 2 begins
- Phase 2A (Pattern) must be accepted before Phase 2B begins
- Phase 2B (Component Map) must be accepted before Phase 2C begins
- Phase 2C (Cross-Cutting) must be accepted before Phase 3 begins. Cross-cutting decisions become CONSTRAINTS for all component designs.
- Phase 3 (Components) processes ONE component at a time. Current must be accepted before next begins
- Phase 4 (Finalization) begins ONLY when ALL components are accepted
- User must say "ACCEPT" explicitly. Paraphrases like "looks good" or "fine" are NOT acceptance — ask for explicit confirmation
- Reopens are limited to 2 per project (5 for imported projects) and cascade to dependent phases/components
