What is wtf-p copilot-instructions.md?

A repository instruction file that tells Copilot how to handle academic research and writing requests in the WTF-P project. It points the agent to the relevant skills and prompts and defines rules for project records and Git actions.

It is for directing Copilot to use the right research or writing workflow, preserve project decisions, and avoid unrelated Git or publishing operations.
