deliberate: Instructions file for Claude Code

CLAUDE.md

deliberate CLAUDE.md is an instructions file for Claude Code from angad-kandhari/deliberate. It costs 735 tokens per session, scanned A, original, Apache-2.0.

A library of working practices for AI coding agents, covering tasks such as planning, debugging, testing, reviewing, security, and incident response.

In plain words
What is it for?
It helps agents explore unfamiliar code, write and verify features, debug problems, review changes, handle migrations, and perform authorized security testing.
Why use it?
It gives agents a consistent process for handling engineering work instead of relying on guesses or incomplete checks.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00735 $0.00735
Opus 5 $0.00367 $0.00367
Sonnet 5 $0.00147 $0.00147
Haiku 4.5 $0.00073 $0.00073

Security

Grade A, and why

deliberate CLAUDE.md scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 8d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

Every skill lives at skills/<name>/SKILL.md with YAML frontmatter (name, description). This structure is required for compatibility with npx skills add angad-kandhari/deliberate (vercel-labs/skills CLI).

The repo doubles as a Claude Code plugin: .claude-plugin/plugin.json marks it a plugin (the existing skills/ folder is auto-discovered), .claude-plugin/marketplace.json makes it installable via /plugin marketplace add angad-kandhari/deliberate, and hooks/hooks.json wires a SessionStart hook that cats hooks/activation.md into context so the skills actually activate. The activation hook is the fix for the ecosystem-wide "instruction dropout" problem — passive skills fire only ~6–44% of the time without it.

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
