What This Repo Is

This is an enterprise project template — a scaffold for Azure-based solutions. backend/ and frontend/ are empty stubs. Fill in the actual solution; treat everything in _engineer/ as the engineering meta-layer (AI context, task tracking, ADO sync, dev tooling).


Setup
