.github/instructions/catalog-and-pr-issues.instructions.md

agent-harness-plugins catalog-and-pr-issues.instructions.md is an instructions file for GitHub Copilot from cboone/agent-harness-plugins. It costs 333 tokens per session, scanned A, original, MIT.

Review guidance for catalog and pull-request issue handling, including version calculations, repository targets, and rules for deciding whether a pull request closes an issue. A pull request is a proposed code change submitted for review.

In plain words
What is it for?
It is for reviewing marketplace catalog updates, validating version changes, checking pull-request targets, and evaluating issue-closing rules.
Why use it?
It helps agents check catalog totals and issue relationships from authoritative sources instead of guessing from partial changes.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00333 $0.00333
Opus 5.5 $0.00133 $0.00133
Sonnet 5.5 $0.00067 $0.00067
Haiku 4.5 $0.00033 $0.00033

Security

Grade A, and why

agent-harness-plugins catalog-and-pr-issues.instructions.md scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 15d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

What it actually says

Catalog and PR Issue Review

  • Claude plugin manifests are the sole version source. Verify each changed plugin has a forward SemVer bump, mirror that version into a Codex manifest when present, and ensure marketplace entries and metadata contain no version fields.
  • Marketplace plugins arrays are ordered by name in the order sort produces, which is what rule 9 of bin/validate-plugins compares. Compare names character by character before flagging an order: wtaf correctly follows every write-* entry because t sorts after r. Do not report an order that make validate accepts.
  • A feature branch may increment a plugin's patch component while addressing review feedback after its minor capability bump. A forward version such as 1.9.3 over base 1.8.5 is valid; intervening versions do not need published releases. Do not request a version reduction solely because those releases are absent from the base branch.
  • In the PR skill, a closing candidate means an identity matching the PR target after follow-up removal. Other connected identities are related issues and do not satisfy the closing-candidate condition. Evaluate the Strategy 3 fallback against the closing list.
  • The PR skill defaults its target to the validated fetch repository. Parent traversal checks the fork network; it does not select or authorize an upstream PR destination. Respect explicit user repository and upstream-write instructions rather than requiring automatic fork-to-parent PR creation.

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
