ScubaConnect: Instructions file for Codex

AGENTS.md

ScubaConnect AGENTS.md is an instructions file for Codex, OpenCode from cisagov/ScubaConnect. It costs 602 tokens per session, scanned A, original, CC0-1.0.

Repository instructions for AI coding agents working on ScubaConnect. They explain how to credit an agent in commits and pull requests, and what to check before submitting changes.

In plain words
What is it for?
Use them when an agent creates commits or pull requests for this repository. They provide the required commit credit, pull request details, and pre-submission checklist.
Why use it?
They prevent unclear authorship and missed repository requirements when an AI agent changes code. They give maintainers a consistent record of who contributed.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00602 $0.00602
Opus 5.5 $0.00241 $0.00241
Sonnet 5.5 $0.00120 $0.00120
Haiku 4.5 $0.00060 $0.00060

Security

Grade A, and why

ScubaConnect AGENTS.md scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured yesterday.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

Instructions for AI coding agents working in this repository.

Attribution requirements

Maintainers need to be able to tell at a glance when a coding agent contributed to a change. If you are a coding agent, you MUST disclose that in every commit you create and in every pull request you open, regardless of how small the change is.

The human developer who directed you remains the author and is responsible for the change. Attribution supplements that; it does not replace it.

Commits

Add a Co-authored-by trailer to every commit message, naming the agent that produced the change. The trailer goes at the end of the message, separated from the body by a blank line.

Fix off-by-one error in pagination

Co-authored-by: <Agent Name> <[email protected]>

Use the identity that matches the agent you are:

Claude / Claude Code Co-authored-by: Claude <[email protected]>
OpenAI Codex Co-authored-by: Codex <[email protected]>
GitHub Copilot Co-authored-by: Copilot <[email protected]>
Cursor Co-authored-by: Cursor Agent <[email protected]>
Gemini CLI Co-authored-by: Gemini <[email protected]>
Any other agent Co-authored-by: <Agent Name> <noreply@<vendor-domain>>

Rules:

  • Always name the specific agent. Never use a vague label such as "AI" or "bot".
  • Keep one trailer per agent. If several agents contributed, add one trailer for each.
  • Do not remove or rewrite existing trailers when amending or rebasing.
  • Do not add the human developer's name as an agent, and do not impersonate a human.

Pull request descriptions

Every PR description must include an attribution line stating which agent was used. Put it in its own section at the bottom of the description:

---
🤖 This pull request was created with the assistance of <Agent Name> (<model, if known>), directed by @<github-username>.

Rules:

  • Name the agent and, when you know it, the model or version used.
  • If the agent wrote or substantially edited the PR description itself, say so.
  • Keep the attribution when the description is edited later. Do not delete it.
  • If a PR contains a mix of human-written and agent-written commits, still include the attribution line.

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
