noaa-climate-mcp-server: Instructions file for Claude Code

CLAUDE.md

noaa-climate-mcp-server CLAUDE.md is an instructions file for Claude Code from cyanheads/noaa-climate-mcp-server. It costs 5,741 tokens per session, scanned A, a copy of obsidian-mcp-server AGENTS.md, Apache-2.0.

Project instructions for an MCP server that accesses NOAA Climate Data Online, a US government source of historical weather records, plus storm and billion-dollar disaster datasets.

In plain words
What is it for?
Use them when developing or maintaining this server's tools for datasets, categories, locations, weather stations, storm events, and climate disasters.
Why use it?
They give developers and agents the server's required framework, runtime, API, and domain rules in one place.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.05741 $0.05741
Opus 5 $0.02870 $0.02870
Sonnet 5 $0.01148 $0.01148
Haiku 4.5 $0.00574 $0.00574

Security

Grade A, and why

noaa-climate-mcp-server CLAUDE.md scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 9d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

Origin

This is a copy

73% identical to obsidian-mcp-server AGENTS.md — 308 lines differ, which has more behind it and is treated as the original. This page carries a canonical link to it rather than competing with it.

Domain

NOAA Climate Data Online (CDO) API v2 — historical weather data — plus two separate NCEI bulk-CSV corpora: the Storm Events Database and Billion-Dollar Weather and Climate Disasters. 10 tools, 2 resources:

  • noaa_climate_list_datasets — list available CDO datasets
  • noaa_climate_list_data_categories — list measurement category groups
  • noaa_climate_list_data_types — list measurement labels by dataset or category
  • noaa_climate_list_location_categories — list the location categories that scope location search
  • noaa_climate_find_locations — search geographic locations by category, with an optional client-side name filter
  • noaa_climate_find_stations — search weather stations by location, bounding box, dataset
  • noaa_climate_get_station — fetch full metadata for a single station
  • noaa_climate_fetch_data — fetch historical observations with date range validation and unit selection
  • noaa_climate_search_storm_events — search NCEI Storm Events for one year (severe-weather events, damage, casualties, narratives)
  • noaa_climate_get_billion_dollar_disasters — query NCEI Billion-Dollar Weather and Climate Disasters, per disaster or per year
  • noaa://datasets resource — all CDO datasets as injectable context
  • noaa://stations/{stationId} resource — station metadata by ID

Services:

  • src/services/cdo/cdo-service.ts — HTTP client with retry/backoff, NOAA_CDO_TOKEN header auth.
  • src/services/storm-events/storm-events-service.ts — NCEI bulk CSV. No token, no JSON envelope, no resolveCollectionTotal(). Resolves each year's _c<publishDate>-suffixed filename from the live directory index (it is not constructible), decompresses explicitly (the files carry no Content-Encoding), and streams a year through the shared CSV reader so the decompressed ~70 MB is never held. Caches the listing and two years of compressed bytes for six hours. Damage parsing lives in damage.ts — an empty cell is "not reported", never 0.
  • src/services/billion-dollar-disasters/billion-dollar-disasters-service.ts — NCEI Billion-Dollar Disasters. No token, four small static CSVs (per-event and per-year, national and per-state), each opening with preamble lines ahead of the header. Each file declares its own cost unit and they differ — millions for per-event, billions for the national per-year, millions again for a per-state per-year — so the unit is parsed from the file's preamble and applied at one site, toUsd(), converting everything to whole US dollars. An unrecognized or absent unit is malformed_export, never a guess.
  • src/services/csv/csv-stream-reader.ts — the RFC 4180 reader both bulk-CSV services parse with.

Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
