OpenELIS-Global-2: Instructions file for Claude Code

CLAUDE.md

OpenELIS-Global-2 CLAUDE.md is an instructions file for Claude Code from DIGI-UW/OpenELIS-Global-2. It costs 1,896 tokens per session, scanned C, original, MPL-2.0.

Repository instructions for Claude Code, a command-line coding assistant. They explain which project documents to read, how GitHub SpecKit supports specification-led development, and how to handle skipped tests.

In plain words
What is it for?
Use them when changing DIGI-UW/OpenELIS-Global-2 with Claude Code: first understand the project guidance, use its SpecKit workflow, and follow the required test commands.
Why use it?
They reduce confusion about conflicting documentation and project-specific rules. They also help prevent tests from being skipped incorrectly.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.01896 $0.01896
Opus 5 $0.00948 $0.00948
Sonnet 5 $0.00379 $0.00379
Haiku 4.5 $0.00190 $0.00190

Measured 9d ago against content hash 87c55d95480f, method: parsed. Prices are Anthropic first-party input rates as of 2026-09-08, from the pricing page.

Security

Grade C, and why

OpenELIS-Global-2 CLAUDE.md scanned grade C with 1 finding against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 9d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Recursive force deletehighDestructive command

rm -rf with a variable or a broad path is one typo away from removing the wrong tree.

rm -rf target/spotless-* && mvn spotless:apply

Documentation Hierarchy

When working on this project, follow this documentation order:

  1. constitution.md - AUTHORITATIVE governance (v1.10.0, 10 core principles)
  2. AGENTS.md - Comprehensive agent onboarding (works for ALL AI tools)
  3. quickstart.md - Step-by-step feature development example
  4. README.md - Human-facing project overview
  5. CLAUDE.md - Claude-specific notes (this file)

In case of conflict: Constitution > AGENTS.md > Other docs

GitHub SpecKit Integration

This project uses GitHub SpecKit for Specification-Driven Development (SDD).

Setup: Run python3 scripts/install-agent-skills.py to install slash commands and packaged skills.

Full documentation: See AGENTS.md § "GitHub SpecKit Integration" for:

  • Available commands (/speckit.specify, /speckit.plan, etc.)
  • Standard workflow
  • Command installation options

Critical Reminders (Claude-Specific)

Test Skipping (CRITICAL)

MUST use BOTH flags when skipping tests:

# CORRECT (skips ALL tests including Surefire and Failsafe)
mvn clean install -DskipTests -Dmaven.test.skip=true

# WRONG (only skips Surefire, Failsafe integration tests still run)
mvn clean install -DskipTests

Why both flags?

  • -DskipTests: Skips Surefire unit test execution
  • -Dmaven.test.skip=true: Skips test compilation AND execution (including Failsafe)

Exception — CI shared-build root project: The E2E shared-build step in both e2e-playwright.yml and e2e-fork-pr.yml intentionally omits -Dmaven.test.skip=true on the root project build because the test-jar artifact must be produced for plugin compilation (GenericASTM, GenericFile, GenericHL7 depend on it). The dataexport and plugins sub-builds still use both flags.

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
