Development and CI entrypoints

Follow the setup guide: scripts/dev-stack up builds the current source WAR into the published development images (--build builds the images too); scripts/run-ci-checks.sh runs the complete committed candidate locally in parallel with GitHub after every push. A targeted green suite is not full CI parity. Published-image deployment is a separate mode.

MUST use BOTH flags when skipping tests:
