--plugin-root is required for a complete picture: the desktop app installs a
second plugin set outside ~/.claude/plugins/cache, and omitting it measures
roughly half the roster. Its path is session-scoped, hence the glob.
Measures what installed skills/plugins cost every session before any work
happens, joins it against real usage, and nominates never-used units as prune
candidates. It only ever nominates — a human assigns the bucket. Method,
