civic-agent-kit: Instructions file for GitHub Copilot

.github/copilot-instructions.md

civic-agent-kit copilot-instructions.md is an instructions file for GitHub Copilot from gabrielmahia/civic-agent-kit. It costs 179 tokens per session, scanned A, a copy of mpesa-mcp copilot-instructions.md, MIT.

Repository instructions for the Civic Agent Kit project. They tell coding agents which project files and shared work records to read before making substantial changes.

In plain words
What is it for?
Use them when working in that repository to prepare changes, choose a branch, check for overlapping work, and create a draft pull request before substantial coding. AGENTS.md takes priority when it has stricter rules.
Why use it?
They reduce duplicated work and unsupported assumptions by requiring checks of issues, pull requests, tests, and previous agent work. They also set limits around credentials, licensing, provenance, and irreversible actions.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00179 $0.00179
Opus 5.5 $0.00072 $0.00072
Sonnet 5.5 $0.00036 $0.00036
Haiku 4.5 $0.00018 $0.00018

Security

Grade A, and why

civic-agent-kit copilot-instructions.md scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 27d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

What it actually says

Repository-wide Copilot instructions

Read AGENTS.md and agent-context.json before substantive work.

Git is the durable memory bus. GitHub Issues are the task registry. An open draft PR is the concurrency claim.

Before coding:

  1. inspect open Issues and open/draft PRs for overlap;
  2. run the baseline tests;
  3. work from an Issue-scoped branch;
  4. open a draft PR before substantive changes.

Do not duplicate an overlapping claimed workstream. Review, red-team, subdivide, or choose another issue.

Never fabricate test results, sources, file paths, APIs, or external state. Model consensus is not evidence. Verify prior agent work before extending it.

Do not change licensing, expose credentials, weaken provenance/truth labels, or take irreversible external actions without explicit authorization.

Repository-specific rules in AGENTS.md are authoritative when stricter.

Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
