Instructions file for Claude Code

Written for Claude Code: ${CLAUDE_PLUGIN_ROOT} variable. Also seen: reads .claude/ paths; mentions CLAUDE.md; mentions subagents.

This is hmcts/agentic-plugins-marketplace's own configuration. It tells Claude Code how to work on agentic-plugins-marketplace itself, so it is not a mod to install elsewhere. Copy it as a starting point and replace the rules that are about this project. Everything agentic-plugins-marketplace configures →

Runs only inside a plugin — its command needs a path that Claude Code sets for a plugin’s own hooks and for nothing else, and the catalogue could not identify which plugin ships it.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.03081 $0.03081
Opus 5 $0.01541 $0.01541

Haiku 4.5 $0.00308 $0.00308

Security

Grade B, and why

agentic-plugins-marketplace CLAUDE.md scanned grade B with 2 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 6d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Agentic Plugins Marketplace

This repo is a community plugin marketplace for Claude Code. It contains MCP servers, skills, agents, hooks, and project templates that users can install via /plugin.

Choosing the right plugin type

When a user describes something they want to build, suggest the best plugin type before asking which tool to use. Use these signals:

If the user wants to… Suggest
Give Claude a reusable playbook / workflow for a task Skill
Let Claude call an external API or service MCP Server
Offload a focused task to an isolated sub-agent Agent
Run a shell script automatically on a Claude lifecycle event (tool call, stop, etc.) Hook
Provide a standard CLAUDE.md starting point for a project type Template

When the intent is ambiguous, ask one clarifying question: "Should this run automatically in the background, be invoked on demand, or call an external service?" That answer usually resolves the type.

Creating plugins with Claude

Once the plugin type is decided, use the appropriate official Claude tool. Install the tool first if it isn't already present.

Plugin type Official tool Install command
Skill Skill Creator /plugin install skill-creator@claude-plugins-official
Agent Plugin Developer Toolkit /plugin install plugin-dev@claude-plugins-official
MCP Server MCP Server Dev /plugin install mcp-server-dev@claude-plugins-official
Hook Hookify /plugin install hookify@claude-plugins-official
Template Use /init Built into Claude Code — no install needed

See CONTRIBUTING.md#creating-plugins-with-claude for the full guide, including directory structure, required files, and the testing checklist for each plugin type.

Migrating plugins from other formats

When a user brings in a plugin from another source — a personal dotfiles repo, a third-party marketplace, a standalone script, or a settings.json snippet — help them migrate it to this repo's structure. Work through the steps below.

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
