ai-governance-mcp: Instructions file for Claude Code

GEMINI.md

ai-governance-mcp GEMINI.md is an instructions file for Claude Code, Gemini CLI from jason21wc/ai-governance-mcp. It costs 444 tokens per session, scanned A, original, Apache-2.0.

A Gemini CLI instruction file for an AI-governance MCP server, explaining project context, memory commands, checkpoint recovery, and governance limits.

In plain words
What is it for?
It is for guiding Gemini sessions through project setup, memory refreshes, recovery, and governance procedures.
Why use it?
It tells Gemini how to work in the project and makes clear that governance checks are advisory rather than automatically enforced there.

Instructions file for Claude CodeGemini CLI

Written for Claude Code and Gemini CLI: PreToolUse hook event, but also the file is GEMINI.md. Also seen: reads .claude/ paths; mentions Claude Code; mentions AGENTS.md.

This is jason21wc/ai-governance-mcp's own configuration. It tells Claude Code and Gemini CLI how to work on ai-governance-mcp itself, so it is not a mod to install elsewhere. Copy it as a starting point and replace the rules that are about this project. Everything ai-governance-mcp configures →

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00444 $0.00444
Opus 5.5 $0.00178 $0.00178
Sonnet 5.5 $0.00089 $0.00089
Haiku 4.5 $0.00044 $0.00044

Security

Grade A, and why

ai-governance-mcp GEMINI.md scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 1mo ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

What it actually says

AI Governance MCP Server

Also read AGENTS.md for project context. @./AGENTS.md

The shared project body is imported from AGENTS.md above — memory-file pointers, session-start protocol, disposition, key commands, and the concurrency rules. Keep only Gemini-specific content below; do not duplicate the body here (CFR title-10 Appendix K.3, one-copy invariant).

Gemini-Specific

  • /memory show inspects the loaded context; run /memory refresh after editing AGENTS.md or this file.
  • Checkpointing is available for multi-step edits (/restore list, /restore <id>).

Governance is ADVISORY here, not enforced

This is the one thing a Gemini session must not get wrong. The governance floor described in AGENTS.md is enforced only under Claude Code, by PreToolUse hooks registered in .claude/settings.json that block Bash|Edit|Write until evaluate_governance() and query_project() have run. Gemini CLI loads no such hook, so here those calls are a discipline you keep, not a gate that stops you.

Two consequences worth stating plainly, because a session that assumes the gate exists will act as though it has already been checked:

  • Call evaluate_governance(planned_action="...") before any non-read action and query_project(query="...") before creating or modifying code, on your own initiative. Nothing will remind you.
  • An S-Series (safety) principle is still an absolute veto. The veto is a rule about what you may do, not a property of the tooling, so it binds identically whether or not a hook is present.

Per the safety-boundary binding (CFR title-10 v2.63.0, Appendix A / K.3), enforcement detail belongs in a tool overlay rather than the shared body — which is why this section names what does not run here instead of implying the Claude Code behaviour carries over.

Changes

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
