Public-Regulation-MCP-Builder: Instructions file for Codex

AGENTS.md

Public-Regulation-MCP-Builder AGENTS.md is an instructions file for Codex, OpenCode from koul777/Public-Regulation-MCP-Builder. It costs 467 tokens per session, scanned A, original, MIT.

Repository instructions for a Python application that prepares Korean public-institution regulations for local search and retrieval tools. They describe its code layout, development rules, tests, releases, and security boundaries.

In plain words
What is it for?
Use them when changing parsers, data processing, storage, ingestion, APIs, the local operator interface, retrieval tools, tests, documentation, or release scripts.
Why use it?
They give coding agents the project’s structure and rules, reducing guesswork and helping prevent unsafe handling of regulations, uploads, secrets, and private identifiers.

Token cost

What it costs to keep this loaded

Counted locally with the o200k_base tokenizer, which is exact for GPT models; Claude uses its own tokenizer and its counts differ. Treat this as one consistent yardstick across the catalogue rather than a bill. Prices are per million input tokens.

ModelPer sessionOnce invoked
Fable 5.1 $0.00467 $0.00467
Opus 5 $0.00234 $0.00234
Sonnet 5 $0.00093 $0.00093
Haiku 4.5 $0.00047 $0.00047

Security

Grade A, and why

Public-Regulation-MCP-Builder AGENTS.md scanned grade A with 0 findings against 26 rules in 11 categories — prompt injection, anti-refusal, data exfiltration, privilege escalation, supply chain, agent snooping, system-prompt leakage, SSRF and excessive agency — measured 12d ago.

A static scan of the body, not an audit. Every finding is printed with the line that produced it so you can judge whether it matters here. A mod is markdown that instructs an agent; that is exactly why what it instructs is worth reading.

Nothing flagged

None of the 26 patterns this scan looks for appear in this file: no shell pipes, no recursive deletes, no credential paths, no hidden text, no instruction-override or anti-refusal phrasing, no agent-config snooping. That is not a guarantee, it is the absence of the things that are checkable.

Repository Guidelines

This public source-only repository contains the Korean public-institution regulation preprocessing and approved local RAG/MCP source code.

Layout

  • app/: FastAPI routes, parsers, processors, storage, ingestion, retrieval, and MCP tools.
  • frontend/: local-only Streamlit operator UI.
  • scripts/: operational CLIs and release evidence tools.
  • tests/: deterministic unittest coverage.
  • docs/: public architecture, security, contribution, and release documentation.

Development

  • Use Python 3.11+ and 4-space indentation.
  • Keep parsing, processing, storage, ingestion, API, and security concerns separated.
  • Use type hints for public functions and Pydantic models for structured API data.
  • Run commands from the repository root.
python -m unittest discover -s tests -v
python -m build --sdist --wheel
python scripts\audit_release_hygiene.py --workflow-scope available --include-untracked --include-source-path-scan

Security

  • Preprocessing is not itself a security control.
  • Only approved chunks may be indexed into the local Vector/RAG store.
  • Keep raw uploads, runtime exports, secrets, local paths, and institution-specific identifiers out of public source and MCP responses.
  • Use tenant isolation, approval journals, audit logs, and explicit review flags for uncertain parsing.
  • The public repository must not be created by exposing the history of a private repository. Follow docs/public_repository_history_policy_ko.md and use a clean-history orphan snapshot for a separate public repository.

Contributions

Add focused tests for parser behavior, security gates, tenant isolation, vector ingestion, approval-based indexing, and public-release hygiene. See docs/harness_engineering_plan_ko.md and docs/hermes_engineering_plan_ko.md for public release-harness procedures. Include the commands and results in pull requests. Do not commit generated runtime data or institution documents.

Changes to parsing/preprocessing logic, regression baselines, or their GitHub guard must also follow docs/preprocessing_change_governance_ko.md: complete the protected PR template fields, change a focused regression test, and obtain Code Owner review plus the preprocessing-reviewed label.

What this file has done since we first saw it

Hashed on every crawl. A supply-chain change to an agent config is a question of when, not whether, so the history is kept rather than the latest state alone.
