What is dot-cowork copilot-instructions.md?

Repository instructions for maintaining the dot-cowork project, including its source and English versions, folder layout, user-specific assistant files, and common tasks. They tell coding assistants where to make and find project changes.

Default to editing frameworks/ko.
Keep frameworks/en synchronized when framework-facing structure, wording, or release contract changes.
Use semantic versioning starting from 1.0.0.
